Graduate in Law from the University of Santiago de Compostela. He is a member of the Cuerpo Superior de Administradores Civiles del Estado.
It has been The Secretary-General of the civil service (february 2020-agosto 2021) and Director-General of the civil service (june 2020 2018- february).
Previously, was, for ten years and until june 2018 deputy director-general for management of fines and jobs, the directorate General of personnel costs of Public Pensions and the ministry of finance.
In advance was the secretary-general of the national institute of the performing arts and music (INAEM), the ministry of culture (2004-2008), deputy director-general for Management and Policy coordination, the General secretariat of science policy, the ministry of science and technology (2003-2004), the secretary-general of the Geological Institute of Spain, the ministry of science and technology (2001-2003), the secretary-general of the national institute of professional and (INIA), of the ministry of science and technology (1999-2001), and deputy director general of the sub-department of Labour Costs, in the directorate General of personnel costs of public pensions, and the ministry of finance.
